A | 　　讯 8月26日，国务院新闻办公室举行“开局起步‘十五五’”系列主题新闻发布会，介绍全力抓好“十五五”规划实施，加快推进新型工业化有关情况。　　工业和信息化部副部长辛国斌在会上介绍，“十四五”时期，我国制造业“含绿量”在持续提升，国家绿色工厂达到8336家，产值占规模以上制造业总产值比重从9%提高到22%。 Colombo, Oct 17 (UNI) The European Union said “green recovery” will be a way forward to exit the ongoing multi-faceted crisis in Sri Lanka.

The Heads of EU member countries in Sri Lanka said this in a joint statement issued in view of the International Day for the Eradication of Poverty, the Daily Mirror reported on Monday.

"Poverty and inequality are not inevitable, they can be overcome with peaceful and inclusive societies taking deliberate decisions to empower citizens and to ensure that their fundamental rights are safeguarded," they said in a joint statement.

"The exclusion of disadvantaged groups can be costly both for the individual and for society as a whole as it does not mobilise the full resources, and worse, it hampers social cohesion, which is the precondition for any nation to lift all its people."

The Team Europe focus on “green recovery”, as a way forward to exit the ongoing multi-faceted crisis, was one of the most recent iterations of the EU’s long-standing humanitarian and development partnership with Sri Lanka, it said.

"The EU’s grants-based development cooperation has been adjusted to help people cope with economic hardship, to fight against gender inequalities, and to avoid social exclusion and resulting tensions.

"Hence, the EU has made an inclusive and peaceful society one of its priorities for its cooperation with Sri Lanka from 2021-27, and as Team Europe, the EU and its Members States will work together with government, civil society and the private sector to address needs in this field...

"The people of Sri Lanka can count on the EU as a friend and partner on this difficult but rewarding journey."

B | 这一“升”一“降”反映出我国工业经济形成了“减碳”“扩绿”“增长”协同并进的良好局面。“十五五”时期，我国将实现碳达峰目标，工业和信息化部将坚持统筹推进产业绿色化和绿色产业化，以务实举措培育壮大绿色生产力。　　第一就是要更加注重碳达峰碳中和牵引作用。深入实施工业领域碳达峰行动，协同推进产业结构和用能结构优化，加快电气化改造和绿色能源应用，推进重点行业节能降碳。“十五五”期间将培育建设500家零碳工厂，打造一批可复制、可推广的建设模式。　　第二就是要更加注重产业绿色价值创造。将推动钢铁、有色、石化化工、建材等传统行业原料燃料替代、产品结构优化、低碳技术集成。

C | 突破一批绿色低碳关键技术，加快发展氢能、新能源装备、节能环保装备等产业，加大绿色产品的有效供给。　　第三就是要更加注重智能化绿色化融合发展。协同推进智能制造和绿色制造，让人工智能技术走进车间、产线，与工业生产、能耗和碳排放管控、资源循环利用等场景紧密耦合。针对中小企业绿色转型需求，开发轻量化部署、低成本适配、免调试易用的绿色制造智能体。

D | 　　第四就是要更加注重工业资源循环利用。分类施策推动再生资源、大宗工业固废、新型固废综合利用。比如针对大家普遍关心的新能源汽车动力电池，为了应对大规模退役潮，“十五五”时期将研究起草相关行政法规，开展部门联合执法专项行动，进一步规范回收利用秩序；实施动力电池数字身份证管理制度，做到“来源可溯、去向可查”。到2030年，废旧动力电池综合利用量力争达到百万吨级以上。　　第五就是要更加注重完善绿色制造体系。强化以标准提升绿色工厂、绿色供应链、绿色工业园区培育质量，到“十五五”末，各级绿色工厂产值占规模以上制造业总产值比重要力争达到45%。开放一批应用场景，推进绿色低碳新技术、新工艺、新装备成规模落地应用，形成绿色制造系统解决方案。
